Conditions of Hire

The HIRER agrees to observe and perform the provisions and stipulations contained, or referred to,  in the Committee's 'Conditions of Hire' (in particular with the removal of rubbish) for the time being in force as given below.

SECURITY

Access to the hall is by means of a front door key which is housed in a Masterlock Key Safe mounted on the external wall by the front door.  The access code will be given to the Hirer before the event.  The Hirer will ensure that the key is returned to it's safe at the end of the hire period.  The Hirer will be responsible for ensuring that all doors and windows are closed and, where appropriate, locked when leaving the premises unattended or at the end of the hire period.

CONDITIONS

  1. The Hirer will ensure that the maximum number of people in the main hall/stage/lounge area does not exceed 100.  Fire exits must be kept clear at all times.  Escape - all means of exit from the premises must be kept free from obstruction and be immediately available for instant free public exit.  In advance of an entertainment or play, the Hirer will check that all escape routes are free from obstruction and can be safely used, that no fire doors are wedged open, that exit signs are illuminated and that there are no obvious fire hazards on the premises.

  2. The Hirer will, during the period of hiring, be responsible for the supervision of the premises, the fabric and contents, their care, safety from damage (however slight) or change of any sort, and the behaviour of all persons using the premises whatever their capacity.  This includes proper supervision of car parking arrangements so as to avoid obstruction of the highway and neighbouring dwellings.  Advertisements will be limited to one sign, not to be attached to the premises.

  3. INDEMNITY - The Management Committee is insured against any claim arising out of their own negligence.  The HIRER is responsible for insuring their own activity against any third party.

  4. DAMAGE - The Hirer shall inform the Committee's representative (*Julie Witt) of any damage and indemnify the Committee for the cost of repair of any damage done to any part of the property, including the curtilage thereof or the contents of the buildings, during, or as a result of, the hiring.

  5. The HIRER shall not sub-let or use the premises for any unlawful purpose or in any unlawful way, nor do anything, or bring onto the premises anything, which may endanger the same or any insurance policies in respect thereof.

  6. the Hall IS NOT LICENSED FOR THE SALE OF ALCOHOL - Therefore, the HIRER will be responsible for obtaining appropriate licenses that may be needed, currently a Temporary Event Notice (TEN) obtainable from the local Council.  The Hirer will also be responsible for the supervision of the consumption of intoxicating liquor, and for any other regulations appertaining to the premises stipulated by the Police, Fire, Local Authorities, Local Magistrates Court, or otherwise.

  7. Gaming, Betting and Lotteries - the Hirer will ensure that nothing is done on or in relation to the premises in contravention of the law relating to Gaming, Betting and Lotteries.

  8. Events where music is played will end of midnight on a Sunday.

  9. The HIRER is responsible for ensuring NO SMOKING within the hall building.  Breaking this condition/ban will be a penalty offence and any evidenced that smoking has taken place in the hall during a booking will result in the retention of all or part of the deposit.

  10. HEATING - the HIRER will ensure that no unauthorised heating appliances are used on the premises when open to the public, without consent of the Management Committee.  Portable Liquified Propane Gas (LPG) heating appliances must not be used.

  11. ANIMALS - the HIRER will ensure that no animals, except assistance or therapy dogs, are brought into the premises, other than by agreement of the Preston Village Hall Committee.

  12. If the HIRER wishes to cancel the booking before the date of the event, and the Committee is unable to conclude a replacement booking, the question of the payment or the repayment of the fee will be at the discretion of the Committee.

  13. IN THE EVENT OF AN EMERGENCY, the HIRER is responsible for notifying the emergency services and informing the Committee's representative (*Julie Witt) at the earliest opportunity.

  14. At the end of the hiring, the HIRER will be responsible for leaving the premised and surrounds in a clean and tidy condition, making sure that all lights are turned off, doors and windows are made secure before leaving, that ALL RUBBISH (including jumble and food waste, etc) is taken away, and any contents, temporarily removed from their usual positions, are replaced.

  15. CHAIRS are to be moved using the trolley provided and, at the end of hiring, are to be left tidily in their designated places.

  16. The Committee reserves the right to cancel this agreement, without payment of compensation, due to: (a) events beyond it's control, or (b) any breach of this agreement by the HIRER.

  17. RECOVERY OF COSTS - the Committee reserves the right to bank the deposit cheque/retain deposit payment, provided by the HIRER, to cover any reasonable costs incurred for extra cleaning, making good damage, or removing refuse, as a result of the hiring.

 

ADDITIONAL COVID SAFE MEASURES

  1. Please ventilate the hall as much as possible by opening windows/doors.

  2. Please wipe touch points, ie, door handles, window handles, surfaces, upon vacating the hall.

  3. Please do not use any form of spray on light switches, electrics.,

  4. Please notify the Committee's representative (*Julie Witt) immediately if anyone attending your event tests positive for Covid 19 within 48 hours of the hire.
